Every morning at 8 a.m., our system automatically queries the official planning consultation databases of the cantons of Vaud (CAMAC system), Geneva (SITG), Valais (digital official bulletin eBO), Neuchâtel (SITN geoportal, SATAC system), Jura (official gazette rsju.jura.ch), Bern (official gazette amtsblattportal.ch), Zurich (Amtsblatt of the canton of Zurich, amtsblattportal.ch) and Fribourg (official gazette fo.fr.ch). It compares new publications with the addresses you monitor. If a publication is detected within your radius, you receive an email alert as soon as it is detected (in principle during the system's daily run) with all the details and the link to the official file; the complete official PDF document is attached directly for Valais and Bern.

The planning consultation lasts 20 days from publication and there is no direct objection: to preserve your right of appeal (Rekurs), you must request in writing from the municipal building authority that the decision be notified to you (Zustellbegehren) during this 20-day period. Any person whose interests are directly affected by the project may file an objection. This includes neighbouring owners, tenants, environmental protection associations, etc. The notion of "direct interest" is interpreted fairly broadly by the authorities of Vaud, Valais, Neuchâtel, Jura and Bern. In Zurich, there is no direct objection: the affected neighbours must make a written request to be notified of the decision so they can then appeal (Rekurs). In Geneva, this same right exists in the form of "observations" (art. 3 LCI) rather than as a formal objection at this stage of the procedure.

The 30-day period starts from the date of publication in the FAO (indicated in each PhémeApp alert). This is a strict deadline; if you miss it, you permanently lose your right to object to this project. Land-use plans and detailed development plans remain subject to 30 days. These deadlines are strict: once they have elapsed, you can no longer object. The canton of Fribourg is not yet covered by PhémeApp: check the official gazette regularly (fo.fr.ch).

It must contain your contact details, the identification of the contested project, and the grounds for your objection. In Zurich, there is no objection as such: you must submit to the municipal building authority, during the 20-day planning consultation, a written request for notification of the decision (Zustellbegehren), which will then allow you to appeal. It is advisable to consult a lawyer specialised in public law for complex objections. PhémeApp provides the direct link to your municipality's official file in each alert.

The 30-day period from the FAO publication is a strict deadline: once it has expired, the objection is in principle no longer admissible, except in exceptional cases of reinstatement of the time limit recognised by Vaud law (for example in the event of an impediment without fault). In Zurich, if the 20-day planning consultation period is exceeded without a request for notification, the right to appeal against the decision is in principle lost. It is precisely to avoid this risk that PhémeApp alerts you as soon as the publication appears and reminds you at J-7 before the deadline.
