Version 2.0: last updated: 13 October 2026
PhémeApp (the “ Service ”) is an email notification service that informs its users of the publication of planning consultations (building permit applications) within a defined radius around addresses they register, for the covered cantons: Vaud, Geneva, Valais, Neuchâtel, Jura, Bern, Zurich and Fribourg.
The Service is a information aid. It is not a substitute for official sources, nor for consultation of files with the municipalities, nor for legal advice.
PhémeApp, operated by Arnaud Mathier, sole proprietorship (independent)

The Operator is not subject to VAT: the prices indicated are final prices in Swiss francs (CHF), without VAT.
The Service periodically checks (in principle every day) the official publications of planning consultations and sends an email when a new file is detected within the radius of a monitored address. The alert contains the information available at the time of detection and, where possible, a link to the official source. The time between the official publication and the alert depends on the sources and may vary; no timeframe is guaranteed.
The Service is offered as a free plan (Free : 1 address, 500 m radius) and paid subscriptions (Bronze, Silver, Gold, as well as custom offers on request). The content and current price of each offer are indicated on the page Offers at the time of order; for information: Bronze 5 CHF/month, Silver 24 CHF/month, Gold 57.50 CHF/month, with a discount of approximately 20% for annual billing.
Swiss law does not provide for a general right of withdrawal for online purchases. Mandatory consumer rights, including those of their country of residence, remain reserved.
The data provided comes from registers and publications of third parties, including:
These sources are managed by third parties over whom the Operator has no control. It therefore does not guarantee their completeness, accuracy, up-to-dateness or availability. A file may not be detected, may be detected late, or may contain incomplete or incorrect information (unavailability or change of format of the source, non-geolocatable address, source error, automated extraction, etc.). Summaries or extracts produced automatically may contain errors.
In case of discrepancy, only official publications are authoritative.
Essential point. The period for filing an objection (as a general rule 30 days ; 20 days in the canton of Zurich, 14 days for a building permit in the canton of Fribourg; other periods may apply depending on the case) runs from the official publication from the file, and not from receipt of the alert sent by the Service. The periods indicated in the alerts are indicative only.
Receipt, delay or absence of an alert has no effect on this period. An email may be delayed, filtered, marked as spam, blocked or fail to arrive for reasons beyond the Operator's control. It is the user's responsibility to verify the official sources and to comply with the periods; the Operator disclaims all liability for a missed period within the limits of Article 7.
Objection assistance tools (e.g. letter templates) are mere drafting aids and do not constitute legal advice. The user remains responsible for the content and filing of their objection; they are invited to consult a legal professional if needed. Standing to act depends on each situation and is not guaranteed.
Within the limits permitted by Swiss law, the Operator's liability is excluded for damage caused by an alert slight fault and for indirect damage or loss of profit, in particular in the event of defect, delay, interruption, unavailability or inaccuracy of the Service or the data. In accordance withart. 100 CO, this exclusion does not apply not in the event of wilful misconduct or gross negligence, nor in cases where mandatory law prohibits it, in particular with respect to consumers. For paid subscriptions, the Operator's liability, where incurred, is further limited, to the extent permitted by law, to the amount paid by the user for the last 12 months.
The Operator endeavours to ensure the availability of the Service but does not guarantee uninterrupted operation; interruptions for maintenance or due to third parties are possible.
The user undertakes to provide accurate information and to monitor only addresses in which they have a legitimate interest. Access to the personal area is via a secure link (magic link) sent by email; the user is responsible for keeping their email inbox confidential. Where the user provides the email address of a third-party recipient, they warrant that they are authorised to do so and have informed that recipient of the processing of their data. The Service is intended for persons of legal age and capable of contracting.
The processing of personal data is described in the privacy policy.
The user may delete their account or unsubscribe at any time, free of charge, via the link in each email or from their personal area. Unsubscribing from the free Service takes effect immediately; for a paid subscription, Article 4 applies. The Operator may suspend or close an account in the event of abusive use or use contrary to these terms.
The presentation, texts, structure and code of the Service are protected. Official data remains the property of their sources. The user receives a personal, non-exclusive and non-transferable right of use; any reproduction or automated exploitation of the Service without authorisation is prohibited.
The Operator may amend these terms. Material changes are communicated by email or in the Service at least 30 days before they take effect; in the event of disagreement, the user may terminate before that date. Otherwise, continued use constitutes acceptance.
These terms exist in several languages; in the event of divergence, the French version prevails. They are subject to Swiss law Swiss law, to the exclusion of conflict-of-laws rules and the Vienna Convention. The place of jurisdiction is Montreux, subject to mandatory consumer protection jurisdictions: a consumer may bring proceedings at their place of domicile (art. 32 CPC) and, if resident in the EU, retains the mandatory rights of their country of residence.
